Icelandic adjectives have two sets of endings. The weak set is the one used after the definite article, a demonstrative or a possessive - and it is the set ordinals normally take, because the third floor is definite by its nature:

Plural is fyrstu in every gender and case. fyrstur also keeps a strong set for predicative use: Hann kom fyrstur (he came first).
In the tens ordinals the stem vowel follows the ending. Where the weak ending is -i or -a the stem keeps its a (tuttugasti, tuttugasta); where the ending is -u the a becomes u - feminine accusative, dative and genitive, and the whole plural: tuttugustu, hundruðustu. They are also built on the -tugur stem rather than on the cardinal: þrjátíu - þrítugasti, fjörutíu - fertugasti.
annar does not follow the weak pattern - it declines strongly, and it also means other, another:

þriðju is the weak feminine dative agreeing with hæð. Breiðholt is the hillside district built from the late 1960s on, and Reykjavík's largest.

annar in the masculine nominative agreeing with kaffibollinn - and note the definite noun: with an ordinal Icelandic says the second cup, not a second cup.

verðlaun is a neuter noun that exists only in the plural, so annar appears here as önnur - the neuter plural form, not the feminine aðra.

Here annar really is feminine accusative - aðra, agreeing with beygju. Compare þá fyrstu, the weak form after the demonstrative.
Í fyrsta lagi er þetta of dýrt, í öðru lagi er of langt að fara.
In the first place it is too expensive, in the second it is too far to go.
The fixed pair í fyrsta lagi / í öðru lagi, both in the dative after í. Watch out: í fyrsta lagi also means at the earliest - Ég kem í fyrsta lagi á morgun.
