ⓘ marks a fact that changes often - a price, a deadline, an office rule. Check it with the office before you rely on it.
Day sixteen. Daniel has slept three hours in a row for the first time, and Marina spends them sticking a yellow note on the fridge in Nusle: one date, circled twice, sixty days after the birth. The rodný list from Krč lies on the table and turns out to be a beginning, not an end. To the Czech state, a baby born in Prague to two non-EU parents is a foreigner who has been in the country for sixteen days without any permit, and the law gives him sixty to get one. Czech citizenship does not come with the birthplace. The application goes to OAMP, the migration department of the Interior Ministry, and it asks for a travel document Daniel does not have yet, which only your own consulate can issue, on its own clock.
The same afternoon brings an envelope from the health insurer. Marina reported the birth on day five, as a nurse on the ward had told her to; the reply is an invoice. Since 2021 a newborn of a mother on dlouhodobý pobyt is in public insurance from the first day, and since 2024 the cover carries on through the OAMP proceedings if the application goes in within sixty days; the parents pay the premium either way. This lesson takes the sixty days in the order they bite: the consulate queue, the office at Cigánkova and what to carry, the incomplete application that saves you when the passport is late, the insurance letter, the rodné číslo that comes last, and the form itself, read field by field.
The word on every Czech official letter that matters. For a baby born here the lhůta for the residence application is sixty days from the birth, and the day of birth itself does not count. Miss it without a good reason and the child is staying unlawfully, so count the days on paper, not in your head.
Lhůta na podání žádosti je šedesát dní ode dne narození.
The deadline for filing the application is sixty days from the date of birth.
Everyone says „OAMP“ and declines it like a noun: „na OAMPu“, „z OAMPu“. Since 2011 residence permits are the Interior Ministry's business, not the foreign police's, though older Czechs still say „cizinecká“. In 2026 the office for Praha 2, 4, 5 and 10 is at Cigánkova 1861/2 in Chodov ⓘ; other districts have their own, listed on mvcr.cz.
Zítra ráno jedeme s Danielem na OAMP na Chodov.
Tomorrow morning we are taking Daniel to OAMP in Chodov.
Only your own state can issue it, so the consulate is the first stop after the matrika, not the last. Consulates in Prague differ widely in 2026: some issue a baby's passport within days, others need weeks or a trip home, and some first want the birth registered with them ⓘ; whatever your passport, book the slot the week you have the rodný list. Ask the consulate whether it needs the rodný list translated first.
Cestovní doklad dítěte zatím nemáme, konzulát nám dal termín až za tři týdny.
We do not have the child's passport yet; the consulate only gave us an appointment in three weeks.
What Daniel applies for when a parent holds an employee card or another long-term permit: his own permit, usually for the purpose „společné soužití rodiny“, family reunification ⓘ. If a parent already has trvalý pobyt, the child applies for trvalý pobyt instead. The plastic card itself is the „průkaz o povolení k pobytu“, and everyone just calls it „karta“.
Za syna podáváme žádost o povolení k dlouhodobému pobytu, já mám zaměstnaneckou kartu.
We are applying for a long-term residence permit for our son; I hold an employee card.
The lifeline of this lesson. If the passport is not ready by day sixty, you file anyway: the application counts as filed on time, and you hand in the missing document later, when OAMP sends you a written request with a deadline (výzva k odstranění vad) ⓘ. Filing late with everything is worse than filing on time with a gap.
Žádost podejte jako neúplnou a pas doložíte, až ho budete mít.
File the application as incomplete and hand in the passport once you have it.
For a child's long-term or permanent residence application the fee in 2026 is 1 000 Kč, paid by card at the office ⓘ. The paper form still has a box for a revenue stamp (kolková známka) from older days; ignore it unless the clerk says otherwise.
Správní poplatek je tisíc korun a zaplatíte ho kartou u přepážky.
The administrative fee is a thousand crowns, and you pay it by card at the counter.
The parents' duty, not the hospital's: within 8 days of the birth you tell the insurer the mother was with on the day of birth (or the father's, if only he is insured; VZP if neither is) ⓘ. A phone call or a visit to the branch starts it; the rodný list follows once you have it. Nobody will remind you.
Narození syna jsem pojišťovně oznámila pátý den po porodu.
I reported my son's birth to the insurer on the fifth day after giving birth.
An adjective used as a noun, like „vstupné“ (entry fee) or „nájemné“ (rent). For a child of parents on dlouhodobý pobyt the legal guardian pays it; in 2026 it is 3 024 Kč a month, due by the 8th of the following month, and for the newborn's first window it comes as one invoice ⓘ. Employment of a parent does not cover the child.
Pojistné za Daniela platíme každý měsíc do osmého.
We pay Daniel's premium every month by the eighth.
On every form about Daniel this is you. One parent is enough to sign the OAMP application, but bring both passports and permits so the clerk can see where the child's residence comes from. The insurer's invoice is addressed to the zákonný zástupce too.
Žádost za nezletilé dítě podepisuje zákonný zástupce.
The application for a minor is signed by the legal guardian.
The stretch between filing and the decision, which can run for months. It matters for insurance: if the application went in within sixty days, the child stays in public insurance for the whole řízení ⓘ. The same word means „driving“ (řidičák is a driving licence), so do not be thrown.
Po dobu řízení zůstává dítě pojištěné ve veřejném systému.
For the duration of the proceedings the child stays insured in the public system.
Ten digits built from the date of birth, asked for by every doctor, bank and school. A Czech baby gets it on the rodný list; Daniel gets his from the Interior Ministry once his residence permit is granted ⓘ. Until then the insurer gives him a temporary insurance number, so do not panic when the pediatr's form has an odd number in that box.
Rodné číslo mu přidělí ministerstvo až s povolením k pobytu.
The ministry will assign him a personal number only together with the residence permit.
The status that changes the arithmetic. If a parent holds trvalý pobyt, the baby applies for trvalý pobyt too, and as a resident child he is insured at the state's expense, with no monthly invoice ⓘ. Without it, you pay the premium until the child turns 18 or the family's status changes; commercial insurance with PVZP is now the fallback for gaps, such as a missed deadline, not the rule ⓘ.
Kdybychom měli trvalý pobyt, platil by za Daniela pojištění stát.
If we had permanent residence, the state would pay Daniel's insurance.
OAMP office, Cigánkova 1861/2, Praha 4 - Chodov, a Friday morning. Number 112 lights up on the screen. Daniel is asleep in the pram, Dima holds the folder, the consulate appointment is still three weeks away.
OAMP clerk
Dobrý den, číslo sto dvanáct? Posaďte se. Co pro vás můžu udělat?
Good morning, number one hundred and twelve? Have a seat. What can I do for you?
At Cigánkova you come with an online booking (frs.gov.cz) or take a ticket from the machine; whether walk-in tickets are still issued, check before you go ⓘ; in 2026 office hours are Monday to Thursday 8:00-16:00 and Friday until 12:00 ⓘ. Come early in the day and early in the sixty days: the queue is longest at the end of the month.
Marina
Dobrý den. Synovi je čtyřicet dní a chceme za něj podat žádost o dlouhodobý pobyt. Já mám zaměstnaneckou kartu.
Good morning. Our son is forty days old and we want to apply for long-term residence for him. I hold an employee card.
Three facts in your first two sentences: the child's age in days, what you want, and your own permit. That tells the clerk which form, which purpose and whether you are within the deadline. „Za něj“ means „on his behalf“.
OAMP clerk
Dobře, to stihnete, lhůta je šedesát dní od narození. Rodný list a cestovní doklad dítěte, prosím.
Fine, you are in time; the deadline is sixty days from the birth. The birth certificate and the child's travel document, please.
The two documents the law asks for with a newborn's application are the rodný list and the child's travel document; proof of accommodation or a photo may be asked for on the spot ⓘ. Bring the parents' passports and residence cards as well.
Dima
Rodný list tady máme. Ale pas ještě nemá, na konzulátu nám dali termín až za tři týdny.
We have the birth certificate here. But he has no passport yet; the consulate only gave us an appointment in three weeks.
Say the problem plainly and give the date; clerks deal in dates. „Až za tři týdny“ is the useful „not until“: až + time. Bring the consulate's booking confirmation on paper or on your phone.
OAMP clerk
To vidím často. Žádost podejte dnes jako neúplnou, lhůta tím bude dodržená. Pas pak doložíte, dostanete výzvu s termínem.
I see that a lot. File the application today as incomplete, and the deadline will be met. You will hand in the passport afterwards; you will get a written request with a date.
This is the official route, not a favour: if not all documents are available within sixty days, the application is filed as incomplete and the rest follows ⓘ. „Výzva“ is a formal letter with its own deadline; it usually arrives by post or into a datová schránka if you have one.
Marina
Takže nemusíme čekat na pas? To se nám ulevilo.
So we do not have to wait for the passport? What a relief.
„To se nám ulevilo“ is the natural Czech „phew“, literally „it eased for us“. A smile and this sentence cost nothing and change the mood at any counter.
OAMP clerk
Nemusíte. Kolonky k cestovnímu dokladu zatím nechte prázdné. Kdo z vás podepíše jako zákonný zástupce?
You do not. Leave the travel-document boxes empty for now. Which of you will sign as legal guardian?
The form is filled in Czech, in block capitals; clerks at Cigánkova often have blank forms at the counter, but a printed one from mvcr.cz, filled in at home, saves twenty minutes with a baby on your knee.
Dima
Podepíšu já. A účel pobytu napíšu stejný jako manželka?
I will sign. And shall I write the same purpose of stay as my wife has?
The most common mistake on this form: copying the parent's purpose („zaměstnání“) for the baby. A child is not employed; ask, as Dima does, rather than guess.
OAMP clerk
Napište společné soužití rodiny, syn odvozuje pobyt od vás. Správní poplatek je tisíc korun, platí se kartou.
Write family reunification; your son derives his residence from you. The fee is a thousand crowns, paid by card.
The purpose label and the fee are as the 2026 practice describes them ⓘ. The child's permit is usually valid as long as the parent's, so when your card is renewed, his renewal goes in with it.
Marina
A pojištění? Pojišťovna nám poslala fakturu a nevím, jestli to s vámi souvisí.
And the insurance? The insurer sent us an invoice and I do not know whether it has anything to do with you.
Clerks answer narrow questions; „souvisí to s vámi?“ (does it concern you?) is a polite way to ask whether you are at the right window at all.
OAMP clerk
Souvisí. Když podáte žádost do šedesáti dnů, zůstává malý ve veřejném pojištění po celou dobu řízení. Potvrzení o podání si schovejte, pojišťovna ho bude chtít.
It does. If you file within sixty days, the little one stays in public insurance for the whole proceedings. Keep the confirmation of filing; the insurer will want it.
The rule behind it: a newborn of a mother on dlouhodobý pobyt is insured from birth to the end of the month in which he is 60 days old, and on through the proceedings if the application went in on time; since 2024 he then stays in public insurance as a child with long-term residence, premium paid by the parents ⓘ. Without that filing, the cover simply ends.
Dima
Děkujeme. A rodné číslo dostane kdy?
Thank you. And when does he get his personal number?
Czech word order puts the new information last: „dostane kdy?“ sounds like a real, slightly anxious father; the textbook „kdy dostane rodné číslo?“ is just as fine.
OAMP clerk
Přidělíme mu ho s povolením k pobytu. Až budete mít pas, přijďte i s Danielem, kvůli fotce na kartu musí být tady.
We assign it together with the residence permit. When you have the passport, come with Daniel too; he has to be here for the photo on the card.
The card is biometric: the child's photo is taken at the office, fingerprints are not taken from babies ⓘ. Bring a white muslin and a dummy; a forty-day-old has to face the camera for about ten seconds, and the clerks have seen every trick.
Application for a long-term or permanent residence permit (Interior Ministry form, Czech/English)
A bilingual Czech/English form of several pages, the same one adults use, with numbered fields; the field numbers below follow the version on mvcr.cz ⓘ. It is written for a grown-up with a job and a border crossing, so half of it is odd for a baby. Fill it in Czech, in block capitals, and leave nothing to the clerk's imagination.
| ŽÁDOST O POVOLENÍ K DLOUHODOBÉMU POBYTU | Application for a long-term residence permit (the box to tick) | The top of page one offers four boxes. A newborn of a parent on a long-term permit ticks this one; the box above it is for trvalý pobyt, the two below are for extensions. Ticking „prodloužení“ by habit, because that is what you do for your own card, is the classic slip. |
| 1. PŘÍJMENÍ | Surname | KUZNETSOV, letter for letter as on the rodný list and, later, in his passport. If the consulate transliterates differently from the matrika, stop and sort it out now; three spellings across rodný list, passport and permit will follow Daniel to school. |
| 4. JMÉNO(A) | First name(s) | DANIEL. Field 2, „OSTATNÍ JMÉNA“ (other names), is not a patronymic box; leave it empty unless the passport itself carries further name parts, and if it shows a patronymic, ask the clerk where she wants it ⓘ. |
| 6. DATUM NAROZENÍ (DDMMRRRR) | Date of birth (DDMMYYYY) | Eight digits, day first, no dots: RRRR is „rok“, year. Count your sixty days from this date, and check it against the rodný list before you sign. |
| 8. STÁT NAROZENÍ (kód) | Country of birth (code) | CZE, because Daniel was born in Prague; field 9, MÍSTO NAROZENÍ, is PRAHA. The codes are listed on the last page of the form. Parents often write their own country here by reflex; that belongs in field 10. |
| 10. STÁTNÍ OBČANSTVÍ (kód) | Nationality (code) | The citizenship Daniel has through his parents, as the consulate will confirm it, written as a three-letter code. Being born in Prague does not make him Czech. If the parents hold two different citizenships, the child may have both; ask both consulates before you write anything ⓘ. |
| 15. ÚČEL POBYTU NA ÚZEMÍ | Purpose of stay in the Czech Republic | For Daniel: SPOLEČNÉ SOUŽITÍ RODINY, family reunification, not the parent's „zaměstnání“ ⓘ. The same purpose decides later rights, so a wrong word here is not a typo but a different permit. |
| 18. ADRESA MÍSTA POBYTU NA ÚZEMÍ | Residence address in the Czech Republic | The flat in Nusle where Daniel actually lives, the same address the parents have registered for their own permits. OAMP may ask for proof of accommodation, so a copy of the lease or the landlord's confirmation in the folder costs nothing ⓘ. Field 19 is only for a different postal address. |
| 20. DEN VSTUPU NA ÚZEMÍ | Date of arrival in the Czech Republic | The field that makes every parent laugh: Daniel never crossed a border. Do not invent a date; ask the clerk, who will usually tell you to write the date of birth or a note that the child was born in the Czech Republic ⓘ. |
| 21. ČÍSLO CESTOVNÍHO DOKLADU / 22. PLATNOST CESTOVNÍHO DOKLADU | Travel document number / valid until | Empty if the passport is still at the consulate: that is what makes the application „neúplná“. When the passport arrives, you hand it in at the counter in answer to the výzva. Children's passports are often valid for a short time only, so note the expiry: the permit cannot outlive it. |
The first unwritten rule: the clock starts in the delivery room, not at the matrika. Parents who have lived here for years and renewed their own cards without drama still lose two weeks to the idea that a baby's papers can wait until everyone has slept. They cannot. Book the consulate the day the rodný list is in your hand, write the sixtieth day on something you see every morning, and go to OAMP around day thirty to forty, with or without a passport. The neúplná žádost is not a loophole whispered among expats; it is how the system is meant to work, and the clerk at Cigánkova sees two of them before lunch.
The second rule: the consulate is a world of its own. Every country runs its consular section in Prague its own way, with its own booking system, its own waiting times and its own extra steps for a child born abroad, such as registering the birth with them first ⓘ. Whatever your situation, do not rely on a friend's experience from last year. Read your consulate's current page and ask about translations of the rodný list before you go.
The third rule is about money, and it surprises everyone. In the Czech Republic every child is insured on his own account; there is no family insurance that hangs the baby on the mother's employment. For a child of parents with dlouhodobý pobyt the parents pay, about three thousand crowns a month in 2026 ⓘ, and the first invoice lands while you are still learning to bath him. It feels unfair for a week, until you remember what it buys: the same pediatr, vaccinations and hospital as every Czech child. Before 2024 the alternative was a commercial policy with limits and exclusions ⓘ; parents who remember the chat threads of those years will tell you this is better.
And the quiet rule of the office itself: arrive early, fed and changed, with a muslin, a dummy and copies of everything. Czech clerks are not charmed by stories, but they are disarmed by a tidy folder and a polite „Děkujeme, to se nám ulevilo“. The plastic card arrives weeks later with a baby photo that will make you laugh for years.
