Rauchen ist hier verboten.

Achte auf die hervorgehobenen Teile. Was haben sie gemeinsam?

The -ना form is a masculine noun

  • चलना अच्छा है। - Walking is good.
  • हिंदी सीखना मुश्किल नहीं है। - Learning Hindi is not difficult.
  • सिगरेट पीना मना है। - Smoking is prohibited.

It behaves like any masculine -आ noun: it agrees, and it goes oblique before a postposition - चलने से, पढ़ने के लिए, सोने का समय.

का with an infinitive

An infinitive can be possessed: खाने का समय - time to eat; सोने की जगह - a place to sleep. The का agrees with the following noun, not with the verb.

Infinitive as a mild command

A bare infinitive gives a general instruction, common on signs and in notes: यहाँ न थूकना - do not spit here; कल ज़रूर आना - do come tomorrow.
