Belarus has two state languages, Belarusian and Russian; Russian was given that status by the 1995 referendum. Both appear in law, on documents and on signage.
Formal equality has not produced equal use. Russian predominates in urban public life, in most administration, in most media and in most schooling. Belarusian is stronger in rural areas, in culture and literature, in a substantial independent media sector, and among people who use it deliberately.
There is also a well-documented gap between the language people name as their own and the language they use daily - a person may identify Belarusian as their native language while speaking mainly Russian or trasianka at home. Both facts are true at once, and neither cancels the other.
There are long-established communities in Poland and Lithuania, and a substantial newer emigration. A good deal of publishing, teaching and broadcasting in Belarusian happens outside the country, and much of it uses the classical orthography - which is why the article on the two spelling systems is a practical matter and not a historical one.
Belarusian is not a small language by speaker numbers, but its position in daily public use is weaker than its formal status implies, and international bodies have listed it as vulnerable. What this means for a learner is straightforward: the demand for people who use it well is real, and every additional competent speaker counts for more than in a language with a secure position.
