It is hereby notified that the office will remain closed.
I request that I be granted two days' leave.
According to sources the meeting will be tomorrow.
Pay attention to the highlighted parts. What do they have in common?
The standard opening is सेवा में, then the addressee, then विषय: with the subject line, then महोदय, and the body opens with निवेदन है कि.
Headlines drop the auxiliary entirely: प्रधानमंत्री दिल्ली पहुँचे. Reports use the passive and attribute with के अनुसार.
