I can detect bureaucratese and rewrite it into plain Russian.
Look at these examples. Can you spot the grammar pattern?
«Произвести оплату проезда» - это просто «оплатить проезд», а лучше - «купите билет».
'Effect payment of the fare' is simply 'pay the fare', or better still - 'buy a ticket'.
Вместо «в связи с наличием очереди» скажите «потому что очередь».
Instead of 'in connection with the presence of a queue', say 'because there's a queue'.

Алгоритм раскрутки: найти спрятанный глагол → вернуть его в личную форму → выбросить «осуществление/обеспечение/наличие» → заменить отымённые предлоги простыми.
