A flat refusal damages the relationship, and relationships outlast transactions. The soft form lets both sides keep the door open, and both sides know what was meant.
Tone, hesitation and whether a concrete next step is named. हो जाएगा with a date is a commitment; हो जाएगा without one is politeness.
A learner who answers every question with a flat हाँ or नहीं is understood but reads as blunt. Learning to soften is part of the language, not a social extra.
