The frame

1. Address: देवियो और सज्जनो, आदरणीय अतिथिगण.
2. Thanks: मुझे यहाँ बोलने का अवसर मिला, इसके लिए धन्यवाद.
3. Body, signposted with सबसे पहले, दूसरी बात, अंत में.
4. Close: धन्यवाद, or the fuller आप सभी का हार्दिक धन्यवाद.

Devices that are expected

Repetition of a key phrase, a rhetorical question, a proverb or a couplet. A speech with none of these reads as a report rather than an address.

The couplet

Quoting a शेर or a दोहा is standard, and a speaker who cannot is at a disadvantage. One well-placed couplet does more than a paragraph of argument.
